Parser-verified N/M copilot

Generate bounded local N/M templates from natural-language intents, then inspect parser, semantic, runtime, repair, capability, cost, and privacy evidence before opening the code.

Copilot uses the deterministic no-retention local provider unless a server-only external provider is configured. Every result discloses provider and retention state. Requests can be cancelled, stop after 45 seconds, honor bounded Retry-After cooldowns, and enforce durable production rate and daily cost limits before external execution. Reviewed QML production operations gate

QML Copilot has a separate strict nm-qml-copilot-operations-export@0.1 path. A synthetic fixture validates the evaluator, but it is not production evidence and does not close G11.

A reviewed 7-8 day window must contain at least 20 QML requests and 20 live-provider attempts, at least 90% externally verified outcomes, live p95 latency at or below 20 seconds, daily cost within the declared budget, and at least one request-correlated feedback item.

Only bounded mode, provider execution class, status, latency, usage, cost, locale, and temporary request correlation are accepted. Prompt and generated source are forbidden; event and request identities are discarded from the aggregate report. Local and fallback results cannot satisfy live-provider verification.
