Purpose and scope
Proposes a separate iterative phase-estimation plan that measures and resets one control qubit each round. A fixed QPE lesson or exponential pow circuit expansion is not the same product.
Core design rules
- The target eigenstate, phase sign and bit order are fixed in advance.
- Direct controlled powers and measurement-derived phase corrections carry explicit round semantics.
- Resource budgets, verification conditions and the run artifact are associated with every round.

- Using one control qubit does not establish generic QPE support or unbounded controlled-power execution.
- Revision 1 adds no language type, provider adapter, parser path or UI control.
Status and implementation boundary
The source is proposed and requires separate implementation approval. An input that fails the eigenstate precondition must not be interpreted as valid phase-estimation evidence.
