Purpose and scope
Proposes a small local model for interactions between overlapping neighboring operations. Matching uses overlap in a frozen timed plan, not adjacency of source lines.
Core design rules
- The initial scope is a closed coherent
ZZphase interaction on two distinct qubits. - Profiles are exact-version immutable package exports; URLs, callbacks and inline matrices are rejected.
- Candidate matches are computed and bounded before allocating matrices.

The proposal depends on an approved NM-RFC-0018/0019 timed plan. Its review gate does not authorize implementation before approval; check current capability support separately.
